This
document provided procedures to be applied by ATC Units and Pilots on
the day 28 of June for the Lisbon RFE.
Under no circumstances should this
document be used in Real Flight Conditions.

Runways
The only active runway will be 03/21 ,
rwy 35/17 should be used for taxi only !
Tower
and Ground controllers are responsible to choose the appropriated
runway and relay the info to the other atc units in the area.
If
due to weather conditions the visibility drop significantly , TWR and
GND should enforce low visibility procedures in the airport and
assist the aircraft at any means , use of follow-me cars are advised
unless they disturb the flow of traffic.
If
possible use of RWY21 is advised in low-visibility operations.

Runway Incursions
Due
to the flow of traffic expected in this event , ATC's are advised to
always double check runway crossing instructions and also takeoff and
landing clearances.
Pilots
are expect the acquire themselves and also to check if a safe cross
of the runway is possible.
In
case of a runway incursion an approaching pilot should initiate a
Go-Arround maneuver if the airplane is, or already passed the 1.5nm
barrier ,always flying the plane first and informing the ATC when on
a safe condition.
Also
the published go-arround procedure should be used.Contact the proper
ATC ASAP and prepare to change your frequency to the Approach
frequency as soon as cleared by the Tower controller.
If a
runway incursion occurs while taking off the pilot ,if below V1
speed, should abort the takeoff and ensure a safe stop when
possible.After passing the V1 the pilot should continue with the
takeoff , the Fir Department advises the pilots to use the maximum
available trust in order to reach VR and provide a safe clearance
between the two aircrafts.
When
a Tower controller provides a “Lineup in sequence” instruction ,
pilots should take in consideration the jet-blast that occurs at
Takeoff or Landing providing the necessary separation this way
avoiding damage to their aircrafts.
When in case of doubt DO NOT
enter the runway , always check if the runway is clear before
performing any operation on the runway.
If
low visibility procedures are in progress always double check the
status of the runway before initiating any maneuver.Use all the means
necessary to ensure a safe operations.

Speeds IAS
After passing FL100 all aircrafts must
maintain 250kts at all times , ATC will provide the necessary
speed reductions.
Pilots
should expect to enter ILS at 200 kts after receiving the final
vector.
Crews
are expect to maintain 160 kts until the OM and then reduce to the
normal app speed.

Handoffs
ATC's
should begin the hand off process 2 min before reaching the H/O point
or station limit.
Handoff must ONLY be performed if the controller have a complete
assurance of the safety of the aircraft during the hand off phase.
If
necessary a controller can keep control of an aircraft outside his
area limits until a better hand off condition is reached.
DEL
> GND
Deliry
should hand off the traffic as soon as the pilot readbacks his
clearance correctly.
Note : NO
Pushback or start-up clearance should be given!
GND
> TWR
Ground
should hand off the traffic when the aircraft is approach the holding
point , Ground shouldn't wait for the pilot to make a full stop or to
reach the holding point completely. As soon as the traffic is no
longer a factor for other aircrafts in the airport and is closing on
the holding point a hand off should be initiated.
Note
: When
performing the hand off the Ground should inform the pilot to Monitor
the TWR frequency and not to contact the Tower controller.

TWR
> APP
Tower
controllers are advised to issue a hand off as soon as the takeoff
clearance is provided.
Pilot
are expected to maintain the tower frequency until they are airborne
and then switch to the approach controller.
APP
> CTR
Approach
controllers should hand off the traffic to the center controller when
the traffic is clear of any conflict and in a safe route.
CTR
> APP
The
above procedure applies
APP
> TWR
Han
doff should be performed as soon as the aircraft enters the ILS.
TWR
> GND
Han
doff should be performed as soon as the aircraft tail clears the
runway. Pilots should hold their position until further instructions.

No Charts
If a
pilot doesn't have any charts ATC's should provided a clearance with
the following data.
Departure
on rwy heading and initial flight level 50.
Also
pilots not having charts should expect delay specially during taxi
and arrival.

Special procedures
In
case of a situation not described in this document a good judgment
should be used also all ATC's stations involved should be informed.
Do
no ask any non-relevant data to the controller , if this can be
obtained trough ACARS (IVAP).

VFR
Flights
Due
to the flow of IFR flights , vfr flights will be approved on demand
and the airport services have the right to reject a vfr flight if the
flow of IFR traffic demands it.

Vacating the Runway
When
vacating rwy 21 use taxiways HS or N2 should be used , runway 35/17
can be used.
When
vacating rwy 03 use taxiways HN and S4 , runway 35/17 can be used.

Entering the Runway
When
departing from rwy 21 positions U5 and S4 should be used.
When
departing from rwy 03 positions M5 , N2 and P should be used.
In
case of emergency , conflict and other non -described situations.
Always
FLY the plane
If
possible change your SQ to one that represents your current situation
Inform
The ATC as soon as possible.
In
case of emergency :
You
can overtake any undergoing communications , at first contact use the
expression MAYDAY MAYDAY MAYDAY and then your current condition , the
number of passengers on board , fuel on board and intentions.
All other aircrafts should
maintain radio silence
unless strictly needed.
In
case of conflict
Always follow TCAS
instructions as soon as cleared of traffic level off at your current
altitude and call the appropriate ATC unit.
In
case of radio failure
On
DEP
Maintain last
assigned heading and altitude for 10 minutes , while attempting to
resume communications.
If
unable to resume communications after 10 minutes climb to your filled
flight level and resume your filled route.
ON
ARR
Expect
to cross the FAF at your filled ETA if necessary hold at the FAF.
Pilots
should always ensure proper separation from other traffic while on
this condition, constant monitoring of TCAS is advised.

Radio
During the event radio communications
will be a constant. This way a few rules will allow everyone to get a
more pleasurable experience.
1-
Always be short , direct and calm
Communications
its not a race , always try to keep your message short and direct to
the subject also take your type to express yourself , you don't pay
by the second you know...

or we won't be able to comply with ......
2-
Don't overtake other persons communications if an ATC issues a
clearance its obvious that the pilot needs to respond , wait for the
pilot to respond and then begin your contact. Other rule is always
wait 5 / 7 seconds after entering the frequency before initiating a
communication in order to avoid any overtake from previous
communications.
3-
Your callsin is like your phone number if you dont give your friends
half of your phone number don't give the ATC half of your callsign.
If
your callsign is TAP123A then your radio callsign should be Air
Portugal one two three alpha.
If
the atc feels comfortable enough HE ( AND
ONLY HE) may
reduce your callsign or assign a temporary one.
4-
Readback everything even if you are in a hurry it will be much worse
when the atc asks you to repeat all the parts that you “accidentally”
left behind.
5-
Avoid any unnecessary expression that just cause radio overhead , a
simple Good Morning/Eve/Night is enough.ATC are here to provide a
service the frequency is not a chat service.
6- If the ATC says Radio Silence , just
sit down and wait.
You
will not get your wish faster by beeping the ATC over and over again.
7-
If you don't understand ask the ATC/ PIL to repeat , always be 100%
sure of what is gonna to happen in the future and what are your
instructions.
8-
For all the real pilots/atc's try to keep your phraseology simple we
know sometimes thats not how it's done but keeping the things simple
will allow a more enjoyable experience.

should now pick the best route according to the published procedures.

: TAP123, readback is correct contact Lisboa Ground on 121.750 for

Pilots
: Be ready to immediately pushback and start-up before asking for the
clearance if this doesn't happen , ATC may require you to return to
the gate.

GND
: TAP123, Lisboa Ground, push and start approved facing N/S/W/E

: TAP123 negative , traffic passing behind you from left to right
hold your position.

Attention
: Be
careful before authorizing a traffic to cross a runway ensure that
there is no danger of runway incursions also due to the large number
of aircrafts operating on the ground , ATC's are recommended to
provide smaller taxi routes instead of a complete (long) taxi route
this way the ATC will always maintain a clear picture of the traffic.
Pilots
: Pilots should report approaching a runway holding point to assist
the ATC in this task.

: TAP123 , Standby Lisbon tower on 118.1
Meaning
of Standby: While standing by on a frequency do not call the station
or perform any communication , the station WILL
CALL YOU
not the other way around.
While
at the holding point ensure your aircraft is ready for departure at
any second.
TWR
: TAP123 , are you ready for departure ?
PIL:
TAP123 , ready for departure.
TWR
: TAP123 Lineup in sequence runway 03.
or
TWR:
TAP123, behind the landing traffic on final runway 03 line up and
wait behind
Meaning
of lineup in sequence : While performing this maneuver pilots should
enter the runway in order , UNDER NO
circumstances
crews should lineup behind a departing traffic , this could cause
severe damage to the aircraft and an unsafe condition.
Meaning
of behind : The pilot that is on the holding point should line up on
the runway BEHIND a landing traffic.
Report
to the ATC if you don't have the traffic in sight. Never
SUPPOSE that the traffic has already landed.
Lineup
Procedures :
>If
an aircraft is on the runway preparing for takeoff hold you position.
>After
the departing aircraft is performing the takeoff roll and the
separation between both aircrafts is acceptable, crews can enter the
runway an lineup as soon as possible.
>Pilot
should inform the ATC that they are entering the runway and that they
are ready for departure.

TWR

Pilots
should maintain the tower radio frequency until airborne this allows
the ATC to issued an abort takeoff instruction if a situation
requires it , also allows the ATC to have a greater positive control
over the aircrafts.
Only
report airborne to the approach controller !
